Middlesex County Revitalization Commission (MCRC)
Created by a special act of the CT General Assembly in 1993, the members of the Middlesex County Revitalization Commission (MCRC) are the chief elected official, or designee, in each of the fifteen towns in Middlesex County, plus a representative from the Middlesex Chamber. MCRC’s mission is to encourage and stimulate economic development in each of the towns in the county by providing low interest loans up to $250,000 to small and mid-sized businesses to create jobs and maintain the quality of life for the residents of the county. Loan proceeds may be used for buildings, building improvements, equipment and working capital. Applicants are encouraged to discuss their project with their local officials. Laura Francis, Durham First Selectman, chairs the commission. For further information on MCRC, please contact
Paul M. Hughes
, MCRC administrator, at the Chamber.
MCRC is partnering with the Connecticut Department of Economic and Community Development (DECD) on its Small Business Express (SBE) program to leverage MCRC's funds with DECD's. This enhances our ability to offer sizable loans and better meet the needs of the small business community while offering the convenience and comfort of working with a local entity.
SBE is made up of three different programs that are tailored to facilitate job creation, economic development and expansions. The three programs consist of a Revolving Loan Fund, Job Creation Incentive and a Matching Grant. If you are a business that employs less than 50 people, Connecticut based, have been registered to conduct business in Connecticut for more than a year and are in good standing on all state and local taxes, you are eligible to apply and participate. Below are documents that will help you determine which program is appropriate for your business, the MCRC application and a project budget template for you to use.
